I've even used a System Restore to go back to a two-day-old Restore Point. I've scanned with both Defender and Malwarebytes. I've reset the app in Apps and Features, I've uninstalled the app and re-installed it from the MS Store.

Normal behaviour of S&S is that you see the yellow border for an instant, and then the small control panel emerges onscreen.
